Rio Tsukatsuki調月リオ

President of Seminar, Millennium Science School’s student council

Rio Tsukatsuki is the president of Seminar, Millennium Science School’s student council, in Blue Archive. Nicknamed “Big Sister,” she treats the security of Millennium and Kivotos as a responsibility that demands extensive preparation and, when she considers it necessary, unpopular decisions. Her cool, exacting manner and access to advanced technology make her a formidable figure in school politics.

Yet her peculiar design sensibility, most visibly expressed through her Avant Guard robots, sits at an amusing angle to her severe public image.

Biography

The president behind Millennium’s systems

Rio presides over Seminar, the student council of Millennium Science School, an academy renowned for technological innovation. She considers her responsibilities to extend beyond routine administration: threats arising from advanced technology, and their possible effects across Kivotos, occupy much of her attention. She prefers acting on a carefully constructed assessment rather than waiting for a danger to become impossible to ignore.

Her fellow Seminar members, including treasurer Hayase Yuuka and Ushio Noa, handle the practical work of student government. Rio’s reserved leadership contrasts with their more immediately visible involvement in school affairs. Within that structure, she also relies on Asuma Toki as a trusted personal guard.

A rationalist with an intimidating reputation

Rio’s nickname, “Big Sister,” has an uneasy edge: her determination to keep others safe can feel like surveillance or interference to the people being protected. She is willing to be disliked when she believes the alternative would expose the school to a greater risk. In a less ominous register, her signature Avant Guard robots reveal a taste for mechanical design that is difficult to mistake for anyone else’s.

Conflicting principles at Millennium

Akeboshi Himari, an exceptionally capable Millennium hacker, sharply contests Rio’s reasoning. Their conflict is more than a rivalry between technical minds: Rio tends to regard preventive control as a necessary response to dangerous uncertainty, while Himari insists that responsibility cannot be separated from the people affected by the decision. Their disagreements expose the limits of deciding what is best for others without their consent.

Personality and Motivations

Rio speaks with deliberate restraint and tends to frame discussions around evidence, probabilities, and consequences. She is prepared to deliver conclusions that others find harsh, because she considers ignoring a potentially catastrophic risk more irresponsible than being disliked.

Rio’s concern for public safety is sincere, but she often mistakes the completeness of a calculation for the completeness of a judgment. Working alone leaves her reluctant to consider possibilities that depend on another person’s choice rather than a predictable system. Her story puts that habit under pressure without reducing her to either a villain or an infallible protector.

Her love of design makes an especially memorable contrast with her composed, formal presentation. The extravagant character of her robotic creations suggests a more eccentric imagination than her precise speech initially reveals. The comedy comes from how earnestly she takes work that other students find visually baffling.

Appearance

Rio is tall, with very long straight black hair, blunt bangs, red eyes, and an almost invariably composed expression. Her usual outfit combines a tailored black blazer and skirt with a white turtleneck, dark tights, a Millennium identification badge, and a geometric hair clip. Her distinct black-and-red halo floats above her head, completing an immediately recognizable silhouette.

Abilities

Strategic risk assessment

Evaluates complex threats through technical analysis and long-range contingency planning, an approach central to her position as Seminar president.

Limitations: Her conclusions can be weakened by overly narrow assumptions and by failing to consult those affected.

Advanced engineering and robotics

Commands and employs sophisticated autonomous machines, including the distinctively designed Avant Guard creations and AMAS systems.

Limitations: Robots and surveillance cannot remove every uncertainty or replace human trust.

Institutional leadership and resource coordination

Organizes large technical initiatives and marshals Millennium-scale resources in pursuit of security objectives.

Limitations: Her willingness to work outside normal oversight can create conflict with her own student council.

Tactical support in gameplay

As a playable support character, her EX Skill can duplicate an ally’s EX Skill card for one use and improve that ally’s attack, while another skill reduces an enemy’s defense.

Limitations: These are game mechanics, not proof that she can duplicate other people’s powers in narrative canon.

Relationships

Akeboshi Himari

Ideological opponent and fellow Millennium student

Himari is a brilliant hacker who challenges Rio’s conviction that technical certainty justifies imposing restrictions on others. Their arguments concern responsibility and autonomy as much as computer expertise.

Hayase Yuuka

Seminar colleague and treasurer

Yuuka manages finances and school affairs within Seminar; her practical responsibility provides a counterweight to Rio’s executive authority.

Ushio Noa

Seminar colleague

Noa helps investigate matters within Seminar and notices irregularities that cannot be explained by ordinary student council business.

Asuma Toki

Personal guard and subordinate

Toki works closely with Rio as a personal security operative and follows her instructions during delicate assignments. The consequences of that arrangement become an important part of both characters’ later stories.

Tendou Aris

Millennium student under Rio’s scrutiny

Rio’s concern about unidentified technology puts her at odds with Aris and the classmates who accept Aris as a friend. Further consequences are covered in the spoiler section.

Sensei

Adult adviser and moral counterpoint

Sensei questions Rio’s tendency to decide other people’s futures through a single calculation and emphasizes the importance of choice and responsibility.

Interesting facts

Rio’s personal handgun is identified in the Japanese weapon description as 立案者 (approximately “Planner”). The description says she is not particularly good at shooting but considers going unarmed in Kivotos irrational.

Her decision to carry a weapon follows the same risk-based logic that governs her leadership, without making her an unusually skilled gunfighter.

Rio’s official character description says her unusually styled Avant Guard robot corps is known to only a small number of students.

Even at a school famous for engineering, some of the student council president’s most characteristic designs remain outside ordinary campus view.

Major story spoilers below.

Aris and the crisis Rio feared

In Volume 2, Chapter 2, Rio confronts Sensei and the Game Development Department with her assessment of Aris. She identifies Aris as a potential trigger for the destructive Divi:Sion machines and concludes that eliminating her is the only acceptable precaution. She dismisses Aris’s wish to live as a hero and her friends’ insistence that she is a person, turning a theory about existential danger into a decision to destroy a fellow student.

Rio has secretly poured Millennium resources into the Fortress City of Eridu, intended to counter the catastrophe she anticipates. Yuuka and Noa uncover concealed records and discrepancies in Seminar’s finances that lead the rescuers to the fortress. Rio assigns Toki to oppose their efforts to retrieve Aris, despite knowing that Sensei and much of Millennium will resist her.

Eridu turns Rio’s prediction against her

The crisis reverses Rio’s expectations. When Key activates the Ark of Atrahasis protocol, the systems and immense resources of Eridu are put at the service of the threat Rio hoped to prevent. Horrified, she realizes that the fortress she built as a safeguard may become the instrument of Kivotos’s destruction. Her confidence in an almost certain prediction collapses at the moment its consequences become impossible to ignore.

Aris ultimately rejects the role assigned to her by destructive programming and insists on choosing to be a hero. The conflict undercuts Rio’s assumption that a person’s future can be fully settled by a danger assessment. The crisis is averted, but Rio’s authority and confidence are left badly shaken.

An apology and disappearance

After Eridu, Rio attempts to resign and vanishes. When Yuuka searches for her, Noa finds a note consisting of a single apology. Toki subsequently begins to find a place among the other C&C members instead of remaining isolated in Rio’s service. Neither development wipes away Rio’s actions; both show that the students affected by her decisions must continue their lives after she leaves.

A second chance during the Final Volume

In the Final Volume, Rio makes contact through a small AMAS machine while the group aboard Utnapishtim struggles with calculations involving the Ark of Atrahasis. Himari recognizes the person behind the machine, condemns Rio’s treatment of Aris and Toki, and initially sends her away. After a conversation with Hanako about a ruler whose attempts to avert a prophecy helped fulfill it, Himari calls Rio back for computational help. It is cooperation born of necessity, not instant forgiveness.

Aris then surprises Rio by asking for her help. Rather than treating Rio only as an enemy, Aris expresses concern for her condition and calls her a friend, explaining that former opponents can become allies. Rio struggles to respond to this generosity. The encounter gives her a chance to contribute without claiming the authority to decide Aris’s future for her.

Further appearances and the Decagrammaton conflict

In CODE:BOX, an investigation surrounding Millennium’s EXPO brings Seia and Neru into contact with Rio while she is operating from a hideout. Working against a threat to the exhibition draws Rio into a shared effort after the isolation that followed Eridu.

Rio later joins the effort against Decagrammaton in Volume EX, working within a broader group that includes Himari, Toki, and members of the Game Development Department. Unlike her isolated security project at Eridu, this threat calls for joint investigation and sustained cooperation as the students confront the expansion of the Steel Continent.

In the 2026 global releases of The Sky of Unity, Rio participates in the Steel Continent campaign. Rio, Kei, and Aris are among the Millennium students who defeat the Prophet clones and reach Malkuth. The Chapter 3 finale follows the wider group’s effort to prevent Kivotos’s destruction; the resolution of that confrontation is not a declared end to Rio’s entire story.

Additional story facts

Rio predicts that Sensei will attempt to rescue Aris with a probability she describes as approximately 99.99999%, effectively admitting there is almost no chance of escaping opposition.

The oddly precise figure shows that she understands the resistance her decision will create but proceeds anyway.

The entire message Rio leaves behind when she disappears after Eridu is simply “Sorry.”

For a leader whose plans can involve immense resources and detailed calculations, this one-word farewell gives her colleagues remarkably little to act on.

Hanako’s story of a king who brings about the calamity he fears helps Himari reconsider her refusal to accept Rio’s assistance aboard Utnapishtim.

Himari resumes working with Rio without being asked to pretend the earlier harm was harmless.

Aris explains her willingness to accept Rio by comparing her to a boss from an earlier game who joins the heroes as an ally in a sequel.

Aris uses the game stories she loves to imagine a future for someone who once refused to let Aris choose her own.

A separate Rio (Armed) playable variant was released with a multipurpose suit designed for field operations, machinery work, analysis, and electronic warfare.

The later costume represents a new practical deployment of Rio’s technical skills, not a rewrite of her earlier standard support unit.

Spoiler questions

Why does Rio try to eliminate Aris?

Rio fears that Aris is connected to an ancient destructive system and believes removing her is necessary to prevent a catastrophe. Her conclusion ignores Aris’s agency and her friends’ efforts to protect her.

What is Eridu and why did Rio build it?

Eridu is a fortress city assembled with Millennium resources as part of Rio’s strategy to confront the danger she anticipates. Its systems later become entangled with a threat capable of endangering Kivotos.

Does Rio leave Seminar?

At the end of Volume 2, Chapter 2, she attempts to resign and vanishes, leaving a brief apology. Later storylines feature her again; the departure should not be read as permanent disappearance from the game.

Does Rio meet Aris again after Eridu?

Yes. They interact again during the Final Volume, where Aris treats Rio with compassion and asserts her own choice to help save the world.

Does Rio appear in Decagrammaton?

Yes. Rio becomes involved in Volume EX and appears in the 2026 Decagrammaton Chapter 3 material, including the Steel Continent storyline.

Is Rio’s story finished?

Rio’s appearances continue beyond Eridu and the Final Volume, including CODE:BOX and the Decagrammaton storyline. The June 2026 chapter finale addresses that conflict; it is not presented as a final ending to Rio’s entire character story.
